The Young European Federalists will gather on November 25 in Vienna for their
European Congress. 150 delegates, representing their national sections, will
set up JEF policy for the coming two years and elect their new European
President and Federal Committee members.

Info B: JEF national debates on the Future of Europe

Following the recent call by JEF-Europe to organise national, regional and
local “debates on the Future of Europe”, we are pleased to inform you that
several JEF sections have recently confirmed that they will organise a debate
or event. Thanks to these sections, JEF will take an active role in the debate
on the Future of Europe by putting forward our request for a European
Federation and by bringing young European citizens into the discussion.

For the moment, the sections involved in the organisation of debates are the
following:

Info C: Federalists nominated for the “Europeans of the Year”  Vote now!

The weekly newspaper European Voice has shined a spotlight on 50 individuals
who have most affected the EU legislative and policy agenda during the
preceding year.
You have the opportunity to choose the ten Europeans of the Year from among
the
distinguished ranks of the EV50.

Besides many politicians closed to the federalist ideas, such as Pascal Lamy,
Daniel Cohn-Bendit, Joschka Fischer and Guy Verhofstadt, JO LEINEN, Member of
the European Parliament, President of the Union of European Federalists
(U.E.F.) and former President of JEF-Germany, has been selected as a
federalist
in 3 categories: “MEP”, “Visionary” and “European of the year”.

Info D: UEF in Denmark

On Friday, October 19, Bruno Boissiere, Secretary General of the Union of
European Federalists presented the federalists views on the Future of
Europe to
a Danish audience on the occasion of a conference organised by The
Constitutional Initiative of The Year 2000 and New Europewith and supported by
Nævnet vedr. EU-oplysning and the European Commission.The Conference took
place
in Landstingssalen, Christiansborg.

Bruno Boissiere exposed how a European federal Constitution would be a stable
basis for the EU of the Future and what the Federalists want it to contain.
Following his speech, the participants discussed the Future of the EU with the
rest of the panel: Mrs. Elisabeth Arnold, MP, Social Liberals; Mr. Willy de
Clercq, MEP, ELDR, Committee on Legal Affairs; Mr. Morten Kjærum, director,
The
Danish Centre for Human Rights; Mrs. Monica Frassoni, MEP, Group of the
Greens/European Free Alliance

Info E: New bimensual newspaper on EU affairs : “La Quinzaine européenne”

A new newspaper on EU affairs offers you background informations and analyses
of European actuality in French. An added value are “The Moniteur” pages

Info F: New volunteer in JEF European Secretariat

Since a few weeks, a new European volunteer works at the European Secretariat
of JEF.
Marianne Bonnard is 23 years old. She studied political sciences, European
law,
contemporary history and international economics in Strasbourg (F) and
Erlangen
(D). Until the end of August this year, she followed a postgraduate Master
program in European Studies in Berlin (D).
Marianne has been involved in JEF since 1999, being co-founder of
JEF-Strasbourg and active in France, Germany and now Belgium. She speaks
French, German and English.
After having helped to organise the European Youth Convention in Brussels,
Marianne is now in charge of the organisation of the Euroseminar and €uropean
New Year’s €ve in Frankfurt. She is as well helping to organise the European
Congress of JEF.

Info G: Bad Marienberg Seminar Report

Europa-Haus Marienberg: Quo Vadis Europa

Around 50 participants from thirteen countries all over Europe met in the
weekend from 2nd to 4th of November 2001 at Europa-Haus Bad Marienberg,
Germany
at a seminar titled „Quo Vadis - Europa“ to learn and discuss about the future
of the European Union. This was already a third seminar organised in
co-operation of the four organisers (UEF, Europa-Union, JEF, FIME). Working
languages were English and German with simultaneous translation.

The seminar begun by confronting two different perspectives of Europe: one of
Great Britain (presented by Mr. Ernest Wistrich) and one of Austria (presented
by Mr. Philipp Agathonos). On Saturday, Dr. Otto Schmuck of UEF
Rheinland-Pfalz, Germany, presented the deficits of constructing Europe. Than,
Prof. Dr. Otto Bardong, former member of European Parliament, presented the
changes reached at the Nice intergovernmental conference in 2000.

The participants then split into three working groups in order to observe
closely the following topics: (1) Perspectives for a European hard core, (2)
The engagement of citizens in the future contraction of Europe, and (3)
Perspectives for the Convention. In the plenary the outputs of the
working-groups were presented and further discussed.

Saturday closed with a presentation by Mr. Paolo Vacca, president of the Young
European Federalists on the topic of “Reformed union, federation,
federation of
nation states: the debate of the last year on the models for the future of
Europe”.

On Sunday, the participants discussed widely the post-Nice Process, supported
by presentations of two views. Mr. Francesco Rossolillo, former president of
the Union of European Federalists, presented the view of the federalists on
the
post-Nice Process, while Mr. Bruno Boissière, secretary general of the UEF and
former MEP, presented the current view of the European Parliament.

The participants had an ample opportunity to exchange views after each
presentation, which lead often to controversial discussions. In this sense the
seminar was a good success and the organisers hope to continue with the
tradition by preparing a fourth seminar in 2002, most probably dealing with
the
EU enlargement.

Info A: JEF  €uropean New Year’s  €ve and Euroseminar

“Putting the Euro into action  options for European Youth”

Frankfurt am Main

* €uropean New year’s €ve

JEF Europe and JEF Germany are organising in cooperation with JEF Frankfurt am
Main a “€uropean New Year’s €ve” to welcome the introduction of the Euro coins
and bills and an international seminar about the € .

On the eve of the "Euro-day" (1st Jan. 2002), JEF presents the first mix of
all
12 national series of Euro-coins. Around 200 young Europeans coming from all
over Europe will gather in Frankfurt to celebrate together the historical
moment of the arrival of our new coins and bills. They will enjoy a very
special new year’s eve, featuring special guests and European hits from the
entire continent. The €uropean New Year’s  €ve will be opened to everybody
wishing to attend it. (free entrance for Jeffers, 5 € for others).

Groups will be organised by JEF sections. Contact your national/local section
for more information!

* International €uro-seminar

An international seminar about the Euro will take place in Frankfurt am
Main at
the same time. The seminar will take place in Frankfurt am Main from December
27th  until January 3rd.

The overall objective of the seminar is to show that the European youth is
supporting the Euro and to form multipliers for supporting it across Europe.
The seminar will provide the participants with a general overview of the issue
"Euro" through various lectures, several visits and exchanges of experiences
and ideas about our single currency. They will discuss how the Euro is being
accepted in each country and last but not least develop new strategies for
actions back home to ensure the acceptance of the Euro in their respective
countries. The first of these symbolical actions will take place during the
seminar itself. Furthermore, all seminar participants will take part in the
highlight of the week: the “€uropean New year’s €ve”.

Perspectives for the younger Generation

The introduction of the Euro at the end of this year is a marked sign that the
economic unification of Europe is progressing at ever faster pace.  However 
what is practised on an economical level, does not necessarily carry the same
momentum on a social-cultural level.

At the same time a cultural globalisation, especially prominent in alternative
youth culture but also in mainstream cultures, moves forward.  According to
surveys, an increasing number of young European citizens now consider
themselves as 'Europeans', before they consider their national identity.

Globalisation has been both embraced and criticised by youth; on one side
embraced by youth culture, and on the other criticized by a new
globalisation-critical movement.  This movement poses another challenge to
European unification and Europe’s role in globalisation.

During this period of accelerated economic unification, we are faced with many
questions.  What does 'Identity' mean today? What cultural consequences stem
from political and economical unification? What constitutes European
consciousness? Where can we find reference points for a European culture?
Which
cultural conditions does a dynamic European civil society need? How can the EU
play a positive role in the globalisation process, and what role should civil
society play?

Programme

The seminar will be centered around the following themes:

* Regional ties, national-identity, multi-ethnic self-image and european
consciousness.
* The role of youth-(sub)culture in expanding the idea of European identity
* The role of the media in promoting European openness and a European
consciousness.
* The EU eastern enlargement as a challenge to the process of finding a
European identity.
* The role of the European Union in forming global economical, political and
cultural relationships.

The seminar should take place with approx. 25 participants enabling direct,
authentic dialoge and personal contact.  We will often be working in small
groups to enable active participation.

Christian Brase: Europe and International Group Grüne Jugend/Germany. Delegate
of the Young European Greens.
Daniel Kraft, Brücke/Most-Foundation for the Promotion of German-Czech
Understanding and Cooperation.
Sonia Ruiz, Referee for the European Women's Forum and WTO Trade Relations
Florentina Bodnari, Founder of the 'Young Europeans' NGO in Moldava
Andreas Schreitmüller, arte television station
Olga Samborska, freelance journalist with focus on Globalisation and Gender.

An excursion to the French-German television station ARTE is scheduled, as
is a
forum in Strasbourg addressing the role of the European Union.  We also
plan to
spend time visiting youth-clubs in Strasbourg.

The seminar is a project from the Heinrich Böll Stiftung Baden-Württemberg in
cooperation with the Heinrich Böll Stiftung (Bundesstiftung) EU office
(Brussels).

Participants

We invite young people between 18 and 30 from Germany, the EU Member States,
and and EU acceding States.
Participants should be able to bring background knowledge about the EU,
(personal experiences with EU cooperation, exchange programmes, study abroad,
experience as a Au Pair etc.) and fulfill a role as 'Multiplicator', (ie. work
with young people, students, or for a newspaper (university, youth, etc.)

Fluency in German or English is required. Knowledge of both seminar languages
is preferred.  Official presentations will be translated live into the two
seminar languages, however contact between participants is easier if you speak
more than one language.

Fee: The four day seminar, including accommodation and lodging costs 76 Euro,
(concession 38 Euro).
Upon application transport costs can be payed for by the Heinrich Böll
Foundation (Please notify upon registration).

Info C: Training course “Introduction to Organising International Youth
Activities”

4-13 April 2002
European Youth Center - Strasbourg

The main aim of this course is to give an introduction to the basic concepts
and practices of organising international youth activities, such as seminars,
exchanges, camps and training courses. Following the questions of why and how
to organise international youth activities, this training course will focus on
the process of preparation, and encourage reflection on intercultural
learning.

Core Objectives
*To provide a complementary European training to participants involved in
running European or international youth activities;
*To increase participants' knowledge and awareness about the basic concepts
and
practices of organising youth activities with an international and/or European
dimension;
*To increase the participants' competence and motivation to introduce and deal
with intercultural learning in international and/or European youth
activities.

Content of the Course
* The programme will start with an extended period of getting to know each
other and the youth organisations represented.  In order to exploit positively
the experiences of participants and team members as they enter into a new
situation, encountering many different nationalities and cultures, the central
role of intercultural learning will be emphasised through relevant methods and
reflection.  This process will include the opportunity to review and analyse
the role of youth work and European activities, the situation of, and problems
affecting, young people, European identity issues, etc.
* The core content of the course will cover the theoretical and practical
aspects of organising international youth activities, as well as skills
training: setting objectives, working in a team, communication, preparing a
programme, setting and managing budgets, follow-up, etc.  Practical exercises
covering the various types of activities will enable participants to gain
practical experience.
* Guidelines, principles and information on fund raising and obtaining
resources from international structures will also be provided.
The course also comprises free time and leisure activities.  These informal
moments are equally valuable as working and learning in an intercultural group
process.

Languages
English and French are the working languages of the course. However, to
evaluate better the participants' language capacities, candidates are
requested
to state in their application forms all the languages in which they are
able to
work. Candidates must have sufficient understanding of either of the working
languages in order to comprehend and complete this application form without
assistance from another person.

Profile of Participants
Participants and organising team members who are active members of
International Youth Organisations (INGYOs), National Youth Councils (NYCs),
governmental services and other partners - particularly those co-operating
with
the EYC or the EYF - and who are (or intend to be) responsible for organising
youth activities at European or international level will be selected for this
course.  The following are examples of suitable participants for this course:
members of an international activity preparatory team, youth exchange
organisers or project leaders, etc.

In general, candidates should:
be aged between 18 and 30 (exceptions may be made on the basis of
justification);
be actively involved in a youth organisation, preferably in the field of
international co-operation or activities, or be preparing to take on
responsibilities at an international level;
be well informed about their organisation and prepared to explain its
activities to the other participants;
be able to work in one of the two working languages of the course
be committed to attend for the entire duration of the course and be supported
by their youth organisation.

Application Procedure and Selection of Participants

JEF can propose up to 3 candidates for this training course. If you are
interested, please contact the European Secretariat of JEF to receive the
application form. Completed application form must be sent by 1st December 2001
at the latest to JEF Europe office. Candidates will be informed during
February
2002 by the Council of Europe whether they have been accepted, put on the
waiting list or refused.

Enrolment Fee, Travel, Costs of the Course and Compensation for loss of
earnings
Board and lodging are provided and paid for by the Directorate of Youth and
Sport.  Travel expenses and visa fees (on presentation of the relevant
receipts) are reimbursed according to Directorate of Youth and Sport rules,
similar to those applied to study sessions. Payment will be made either by
bank
transfer after the course, or at the end of the course in cash. An enrolment
fee of 54 € per participant will be deducted from the amount to be reimbursed
for travel expenses.  The Directorate of Youth and Sport operates a system of
compensation for cost of living for young workers and young unemployed who are
obliged to take unpaid leave in order to attend one of its activities -
further
details are sent at a later stage to those participants accepted.
