INFO A: 2002 - an exciting year for the EU and for JEF !

Dear friends, JEF members, and national sections

Happy New Year! I hope that you all had good holidays and have returned
refreshed and ready to resume your JEF activities. The New Year brings many
new challenges for the European Union and for JEF. The launch of the Euro on
1 January is the most visible symbol so far of the project of European
integration, and we can be certain that its full effects are still to be
seen. The launch of the Convention process on 1 March is also a major new
opportunity for genuine reform of the EU. We can also expect the Enlargement
negotiations to gather pace, bringing the unification of the whole continent
of Europe ever closer. So 2002 will be an exciting year for the EU, and a
year filled with opportunities for JEF to make its contribution.

The JEF calendar already includes many activities and projects to influence
the European agenda, promote democracy and participation, and to play our
part in the debate on Europe's future. Each of you, member, friend,
representative of a national section, can contribute, through participating
in and organising activities, through lobbying at the national and European
level, through contacting your local media, and through working with young
people in your town, region, or country. This is an important time for
Europe, and an important time for you to make your voice heard.

Best wishes for 2002, and I am looking forward to an exciting year of
working with all of you.

INFO B: JEF's actions in Laeken

The European Council at the close of the Belgian Presidency took place in
December, 14th-16th. JEF was actively present in Brussels during that
week-end, organising and taking part in public activities and various lobby
activities.

On Friday 14th December, about 400 European citizens, representatives of
JEF, especially from Italy, and the UEF, but also of organisations of civil
society and elected representatives at the local, regional, national and
European level, participated in a human chain around the Rond-point Schuman,
right in the heart of Brussels' "quartier européen". All participants asked
the Convention to draft a European Federal Constitution to be adopted by the
end of 2003. The human chain was also a media success, with Euronews and
various other media reporting it. This event was organised by the Union of
European Federalists in collaboration with the Intergroup European
Constitution within the European Parliament.

On the initiative of JEF Italy, 15 young citizens, coming from different
European Union countries occupied 'Mini Europe', the tourist park close to
Laeken, on Saturday, 15th December. This symbolical and peaceful occupation
of the 15 EU capitals took place under the slogan : a Federal Constitution
for Europe!. As was the case for the human chain, the event received a broad
media coverage, putting the federalists' request to the frontline.

Meanwhile, Jan Kreutz, Vice-President of JEF Europe, and David
Schneider-Addae-Mensah, President of JEF Germany, occupied the press center
of the summit in their own very different way. They followed the political
development of the summit and personally contacted many journalists.
Directly after the end of the summit, they handed in to the 800 Journalists
present in the press center JEF's Press Release on the outcome of the
Summit.

In parallel, JEF representatives took part as speakers in the Citizen's
Assembly 2004 organised by the International European Movement and the
Permanent Forum of Civil Society. Barbara Goldoni, member of the Presidium
of the Federal Committee, presented JEF and our actions. At the final
session on the "Future of Europe - Our Agenda for 2004", Alison Weston,
President of JEF Europe, participated on the panel with Jo Leinen and Daniel
Cohn-Bendit and presented JEF's position on the mandate of the up-coming
Convention. Many JEF members were also present and actively took part in the
various workshops and plenary sessions organised, putting forward the
federalist arguments.

Last but not least, Alison Weston had the chance to meet Romano Prodi and
Guy Verhofstadt, who had come out of the European Council meeting a few
hours before. Both expressed their support for the federalist movement,
especially for JEF's activities. Alison Weston was happy to be able to hand
them JEF's press release on the outcome of the Summit.

Europe on its way to a European Constitution:
JEF welcomes the decision to establish a Convention to decide the Future of
Europe

The Young European Federalists (JEF) welcome the steps taken by the European
Council to establish a Convention charged with the task of drafting
proposals for the reform of the European Union. The Union cannot adequately
face the challenges of the future with its existing institutional
structures, designed only for a Community of six states, nor can the
integration process continue without engaging the interest and support of
citizens across the Continent. The Convention, working on the basis of the
"declaration on the future of Europe", offers the first real opportunity for
more radical reforms, based on more transparent, democratic and efficient
working methods, and, crucially, the involvement of the people of Europe in
shaping their own future.

The Young European Federalists, a non-governmental organisation gathering
young people from thirty countries across Europe, especially welcomes the
raising of the issue of a European Constitution in the Laeken Declaration. A
European Constitution is the only way to provide a fully democratic
framework for the Union and to bridge the gap between the citizens and the
Union's often distant institutions. However, a mere simplification of the
existing treaties would be insufficient. JEF stresses that European
democracy can only be achieved with the establishment of a federal
Constitution for Europe.

JEF therefore demands that the Convention must take the responsibility to
draft genuine and radical proposals for a federal European Constitution, and
to conduct its work in an open and transparent manner. The decision to
appoint all members of the "presidium within the presidium" - the president
and the two vice-presidents - by national governments, risks simply creating
a permanent mini-IGC. Alison Weston, President of JEF, said, "The Convention
must not become merely another diplomatic talking shop behind closed doors.
Only if Valéry Giscard d'Estaing and all other members of the convention
show that they are politicians acting truly in the European interest will
the Convention be the morale-boosting success that the EU badly needs."

JEF especially welcomes the involvement of the candidate countries in the
Convention process. It is essential that the reform process is not used as
an excuse to block or delay enlargement. The Convention must therefore come
to a conclusion by June 2003, in order to allow the results to be ratified
before 2004. There should not be any firebreak between the end of the
convention and the start of the IGC, since the heads of governments should
decide on Europe's Constitution in the spirit of the Constitutional
Convention.

INFO D : Report on the Euro-seminar and the European New Year's Eve

We put the Euro into action - International Seminar and "Euro-pean" New Year
's Eve in Frankfurt (December 27.01 - January 03.02 )

45 Jeffers from 17 countries came to snowy Frankfurt to celebrate the
introduction of the bills and coins of the new European currency. Despite
the cold weather, everybody was heatedly looking forward to get the Euros.
"Euro!" "Euro!" became the most shouted slogan during the seminar.
The seminar started with a visit of the European Central Bank (ECB), were
the participants got all the details about the European Monetary Union (EMU)
and the institution itself. After a formidable lunch, the group went to the
exhibition "The Euro in your hand" on the airport, organised by a regional
branch of the German central bank. There, the participants got a first
feeling of the Euro-bills during the introduction of the security facials.
The next day more background information about the economical implications
of the EMU were given by Mr. Schul, President of Promeuro, an organisation
issued to the promotion of the single currency. The role of the national
central banks were discussed at a visit at the German central bank in the
afternoon. In the money museum of the German central bank we got an
impression of the long history of money.
One of the highlights of the seminar was definitely the communication
training. Two professional communication trainers taught the participants
how to argue and how to convince people. In workshops and role plays they
took part in a very active way.
Even if the introduction of the Euro is a major step forward, one must be
aware of the fact, that the EMU only covers a limited number of European
states. In two lectures we discussed about the situation of the so-called
Pre-Ins, those EU-memberstates, who don't take part and about the possible
membership of the applicant countries.
Then it was time to prepare for the climax of the seminar "the Euro-pean New
Year's Eve". Other JEF-people from all over Europe came especially to
Frankfurt to celebrate together with the participants the beginning of the
"Euro-Age". A very nice discotheque was choosed for the party. One hour
before midnight, a Euro-pean show started. Twelve Young European Federalists
presented their countries, with a multimedia presentation in the background.
Finally they all hold the twelve different Euro-coins to underline the
European unity. All this was presented by the famous "Euro-Man" in a very
unique costume. Very shortly, our Euro-countdown-show arrived and we
welcomed the new currency with our JEF-song "Europe united".
After a short night, preparations for the street actions started. Different
workshops dealt with different tasks (role plays, JEF-ID, wallpaper, games,
questionnaire etc.). The outcome of this was shown on a street action at the
next day. Together with Mr. Mann, MEP and president of Europa-Union Hessen
(UEF), the group presented different things to the Frankfurt people: a
questionnaire, a wallpaper, games. Contrary to former events like this in
Frankfurt, most people reacted positively. In a final panel, the
participants discussed with Mr. Mann many different political topics,
especially about the enlargement of the EU.
With this prospect on the European future all participants left Frankfurt
with the feeling of having witnessed a historic moment and taken part at
very interesting and funny seminar.

INFO A: Berlin Training Week-end - Evaluation of Laeken
Berlin - January 25-27, 2002

After Laeken: which prospects for the European Federation?

The meeting of the European Council in Laeken in December 2001 decided to
convene a Convention to prepare the next reform of the Union in 2003-2004
and on its mandate and powers. One month after the summit, JEF and U.E.F.
will get together in Berlin - also with the Altiero Spinelli Institute and
the International European Movement - in order to:

* assess the results of the European Council in Laeken,
* debate which "roads to a European Federation" are possible after Laeken,
* evaluate the impact on the federalist initiatives and actions" for the
next years,
*debate such views with some MPs, MEPs, representatives of political
youthorganisations and other political figures considered interesting
interlocutors for the "post-Laeken"

30 young participants from JEF-Europe and JEF-Germany are registered.
Members of the Bureau of the Union of European Federalists and
representatives of the Altiero Spinelli Institute and of the International
European Movement will also participate.

The outcome of the week-end will be published in the next JEF-Info.

INFO B : International seminar "EU Enlargement: Past Experiences and Future
Challenges", Zagreb, Croatia, from 30.01- 03.02.2002

The Europe House Zagreb and JEF Croatia will organise the international
seminar "EU Enlargement: Past Experiences and Future Challenges" which will
take place in Zagreb, Croatia, from 30 January - 3 February 2002.
Participation is open to young people (18-30 years old) from all over
Europe. We can accept a maximum of 40 participants. The registration
deadline is 14 January 2002.

The enlargement process represents one of the biggest challenges facing the
European Union over the past decade. How far can the enlargement process
really go? What does this process means in concrete terms for candidate
countries? Is the EU itself up to the challenge and what will be the
consequences of an enlarged EU for member states? These are still open
questions. Apart from them, the seminar will focus on the role of young
people in this process. They will be key players of an enlarged Europe in
the future. Special attention will be given to the situation in South East
Europe and regional co-operation as precondition for EU accession.

The programme is made of introductions given by prominent speakers from
Europe and the USA, interactive workshops, simulation games, work in
multinational groups and presentations made by the participants. Sightseeing
of Zagreb, cultural evenings and other leisure activities are of course also
part of the programme.

Who can participate?
Participation is open to students, young professionals and NGOs activists
from all over Europe (18-30 years old).

Where and when?
The seminar will take place in Zagreb, Croatia from January 30th to February
3rd 2002. The program will be held in Europe House Zagreb, located in the
very centre of Zagreb.

Conditions of participation?
There is no participation fee. Full board and lodging is provided by the
host. Travel expenses are the responsibility of the participants. Limited
reimbursement can be offered in exceptional cases for a limited number of
participants, upon request.

Working language?
The working language of the seminar is English.

INFO C : International Conference on Federalism

What is it?

The International Conference on Federalism 2002, to be held from 27-30
August 2002 in St. Gallen, aims to provide a platform for the exchange of
ideas and experiences between people with a practical involvement in
federalism from the fields of politics and administration, along with
scientists and representatives of business and other areas of society. We
will be inviting public figures and decision-makers from all over the world
who are interested in a constructive exchange of experiences and information
with regard to federalism.

The youth program at the International Conference on Federalism 2002 in St.
Gallen is intended to open up the Conference to young people. One or two
representatives from each federation will be given the opportunity to gain
experience at a high-level international conference, working together with
other young researchers and practitioners from all over the world. The youth
programme will take place on the days before and after the conference.

Who can take part?

You can take part in the youth program at the International Conference on
Federalism 2002 if you are a federalism practitioner or federalism
researcher aged between 20 and 30.

You may for example be a young politician, a graduate student studying
federalism, or a member of an NGO. The important thing is that you have a
significant interest in the subject of federalism and some experience in
this field. You should also be prepared to get involved in an international
team of young people before, during and after the Conference. You must be
able to prepare a written paper in English and to take part in dialogue in
English.

What will I have to do?

You will work together with other young people from all over the world to
prepare a paper of ten pages A4 on one of the sub-themes to be covered by
the Conference. You will find further information on themes and sub-themes
on our website, (www.federalism2002.ch ) by the end of the year. In your
paper you will answer the following question:

What are the challenges facing federations in the future in relation to the
sub-themes in question, and how can these challenges be met?

You will co-ordinate your work with the others in your group via e-mail. You
will discuss your paper with the other young people before the Conference,
and after the Conference you will consider it again in the light of what you
have just learnt. Based on these reflections, you will rewrite the paper
after the Conference.

How can I apply?

Please complete the attached Application Form using a computer or
typewriter. Send it to us, together with a passport photograph of yourself
and no more than 2000 characters (including spaces) in English, explaining
why you want to take part in the youth program.

Applications must be received by the International Conference on Federalism
2002 no later than 31 January 2002. Your application will be deemed to have
arrived on time if we receive your curriculum vitae, and the one-page letter
requested, by e-mail or fax. However, you must still send us the full
documentation by post.

Travel and accommodation expenses for the participation in the youth program
will be covered by the Project Organisation.

INFO D: Apply for the WFM Congress !

We are proud to announce that World Federalists and our friends can now
register and book their accomodations for the WFM 24th World Congress on the
internet. The Congress will take place from July 11-15, 2002 in London,
England at the Imperial College. For more information go to

There are different levels of accomodations, from more "basic" facilities at
the Imperial College on-campus residences to discounted rates at four-star
hotels within walking distance.

If you have never been to a WFM World Congress, this is your opportunity to
meet hundreds of World Federalists, as well as key government, UN and NGO
leaders who will be joining us.

January 31 is the early registration deadline, with rates increasing after
that. Early registrations help WFM in our budgeting and planning for the
Congress. Also accomodations are limited, so you may wish to reserve as
early as possible.

INFO E: East West Dialogue

Invitation: East-West Dialogue 2002 for young Europeans July 21st to August
10th 2002

The basic aim of East-West Dialogue 2002 is to enhance personal and
intercultural understanding among the participating 60 young Europeans, who
will represent Central, East, and West Europe, majority population-groups
and minority population-groups. We expect participation from 25 countries
and about 35 cultures, nationalities and linguistic population-groups. We
especially invite minority representatives as their perspective is crucial
for the Course.

Dialogue connecting Europe and local/regional communities
Why?
Parallel to the EU's largest enlargement ever, Europe is still witnessing
widespread indifference to the integration-process among ordinary citizens.
This is the case in both East and West and it is a huge democratic
challenge. How can there be integration without popular support or even
interest? Citizens feel excluded because they experience a distant Union
that does not really concern them in their everyday life. People lack
knowledge about the real connections between European issues and their
community, as they are absent from local and regional political and media
agendas. However the EU does have relevance for local/regional communities
in many ways, beside subsidies, that does matter for local democracy and
people's everyday life.

East-West Dialogue 2002 will take as it's point of departure how two of the
main challenges on the current European agenda directly links with local and
regional communities: The East enlargement of the EU and the debate on the
future role of the regions in the European landscape. Case studies will be
presented in lectures and workshops and a 3-day programme will be carried
out in Poznan Poland. This so that the participants better realise that many
challenges are common European challenges effecting real communities and
real people throughout Europe.

Ideas for the future
East-West Dialogue 2002 will also look to the future! Can more be done by
local politicians/civil society/local media to bring the EU onto local
agendas of debate and to generally raise European awareness locally? During
East-West Dialogue 2002 the participants will work out recommendations and
ideas aimed at bringing the Union closer to the attention of citizens on
local level. The ideas will be presented to the wider public at a final
one-day conference and local politicians in the communities of the
participants will after the Course be invited to comment on and debate the
ideas on the internet. In this way East-West Dialogue 2002 will be an
experiment in how citizens can reflect and debate European while acting
locally!

East-West Dialogue 2002 is not an academic course for experts, but for young
people interested in European issues who wants to debate Europe on a general
level. The aim of the Course is just as much the personal, social and
intercultural learning. This means that the Course is also a social event,
where close personal friendships and contacts will evolve, and which can
serve as the basis of a future network among the 60 participants.

Practical information:
Young Europeans between the age of 18 and 25 active in an NGO or students
especially interested in European issues are invited. A significant number
of participants with minority backgrounds will be invited as their regional
experience is of particular interest. An application-form should be send to
Hojskolen Ostersoen before March 10th 2002 for Central and Eastern European
applicants and April 12th 2002 for West European applicants. To participate,
English must be well understood and spoken. There is a participation fee of
100 EURO, which covers full cost of travel to/from Denmark, board and
lodging for the 3 weeks and programme in Denmark and Poland. For more

INFO G: Youth's summit during the Danish presidency

Youth 2002 is organising a European summer event for 1000 young people from
the EU-countries, the EU-applicant countries and from the Balkans. The event
has the same name as the association, Youth 2002.

Youth 2002 will be taking place from June 30th to July 13th 2002 at 13 folk
high schools and institutions in Denmark including a common opening in
Copenhagen, as Denmark takes over the presidency of the EU.

We are convinced that it is of utmost importance that citizens contribute to
the debates in preparation of the EU Intergovernmental Conference scheduled
to open in 2004 (IGC 2004).

This is why our event has as its main topic the probable EU- constitution in
particular and the future of Europe in general. Our guiding question of the
summer event is: If a European constitution should come into being, what
then would we want it to contain?

During 2 weeks at the schools and institutions, the 1000 participants are
going to draw up a proposal for a prospective future EU constitution. The
proposal is going to be handed over to the EU-presidency during a common
ceremony finalizing the event.

Travel, lodge and board will be covered but there will be a participation
fee of 100 EUR
