patches to allow pid file to be specified

I have a need to run syslogd in a separate directory, but without
chroot.
I can almost do that, but not quite because there's no way to tell it to
use a different pid file. Here are some patches to add that, and to fix
the makefile so it creates destination directories before trying to
install into them.
