Syslogd -a not working

Hi

I have two Redhat 8 machines. One has complete installtion an the other
has a server installation.

i am trying to run the following command on them
/sbin/syslogd -a /chroot/named/dev/log

it runs fine on the first one, I can do an ls in the dev dir and see a
log file/socket there.

On the other syslogd starts but there is no log file/socket in the dev
dir.

Could anyone please help me with it.
