syslogd always trying to find the network

hello

i use syslogd on a standalone machine and don't need it to connect
to the network. however, though i don't use the -r option, syslogd
still tries to read /etc/services. there seems to be no way to turn
this behaviour off and suppress this boring failure message at startup.
please change this to get in par with what is expressed in the manual:

 -r This option will enable the facility to receive message from the
        network using an internet domain socket with the syslog service
        (see services(5)). The default is to not receive any messages
        from the network.
