syslogd init startup

/usr/share/doc/sysklogd/readem.txt:

* If you're going to start klogd or syslogd by init(8), you don't have
  to hack the code anymore. Instead add "-n" to the command-line
  arguments.

Isn't sysklogd started by init on my machine (debian testing) ?
Does it mean it's started with the -n option ?
If i issue 'syslogd -n' manually this doesn't return.
I just can say, as non-native in english, the above quote is confusing me.
What does it mean ?
