[patch]cgi var semicolon separator

hey.
ive recently been interested in writing CGI apps in C and after
searches i found cgilib - thanks for the great library.
since i prefere the use of semicolons (;) instead of ampersands (&) as
my cgi var pairs separator (easier integration into HTML pages, the
ampersand needs to be escaped as '&' while the semicolon doesn't),
i thought i'd add this feature to cgilib and post it to this mailing
list at the same time, maybe others will find it useful too.
im sending the patch attached, it was generated with `diff -Naur`.
